Appeal No. 2006-0994 Application No. 09/898,969 finds that Ragland refers to De Santis for the disclosure of the specific composition of the primer layer, and De Santis teaches that the primer layer is made from a silane modified elastomer solution (id.). From these findings, the examiner concludes that it would have been obvious to one of ordinary skill in this art at the time of appellant’s invention to employ the primer layer taught by Ragland and De Santis as the primer layer of Everaerts motivated by the desire to provide the adhesive tape with long-term bond strength (Answer, page 5).
