                                 DECISION ON APPEAL                                 
              This is a decision on appeal under 35 U.S.C. § 134 from the           
         final rejection of claims 1 through 15, all of which are pending           
         in this application.                                                       
         We reverse.

         Appellants’ invention relates generally to a method and a                  
         system for self-organizing cluster nodes in a wireless                     
         communication network by selecting a cluster head from among a
