                                        THE INVENTION                                              
                    Appellants’ claimed invention is directed to “a technique of increasing        
              time average thrust and/or time averaged output mass flow rate using a fluid         
              jet of a given time averaged input mass flow rate” (Spec. 1:8-10).                   
              Independent claim 2 is representative of the claimed invention and reads as          
              follows.                                                                             
                          2. A method for producing thrust from fluid jet                          
                          pulses, comprising:                                                      
                                providing a jet nozzle with a primary                              
                          dimension of D to produce a stream of fluid                              
                          pulses;                                                                  
                                controlling a formation number F and a                             
                          pulsing frequency f=1/T of the fluid pulses to                           
                          optimize the thrust,                                                     
                                wherein T is a pulse period T between two                          
                          adjacent pulses and the formation number F is                            
                          defined by                                                               


                          where m is a total mass of fluid emitted during a                        
                          single pulse in one pulse duration t which is less                       
                          than T, p is an average density of the fluid emitted                     
                          in one pulse, A is a cross-section area of the nozzle                    
                          orifice, and U is an average velocity of the fluid                       
                          relative to the nozzle during one pulse duration t.
