Notice to Commissioner of inability to pay request for withdrawal on file more than 60 days. Any such foreign or domestic association, company or corporation or its secretary or manager shall immediately notify the Commissioner of its inability to pay a withdrawal request or order which has been on file for a period of more than 60 days.
