New York General Business Law Section 766 - Rules and regulations.

  766.  Rules  and  regulations.  The public service commission shall
  adopt rules and regulations to implement and enforce the  provisions  of
  this  article  pursuant  to section one hundred nineteen-b of the public
  service law.
