Oregon Statutes - Chapter 243 - Public Employee Rights and Benefits - Section 243.302 - Grouping retired and nonretired employees for health insurance coverage.

The Public Employees’ Benefit Board may group retired state employees and state employees who are not retired for the purpose of entering into contracts for health insurance coverage. [1991 c.969 §1; 1997 c.222 §42]
