Samples may be drawn from all grain and other commodities inspected, graded or weighed. Such samples become the property of the state and are subject to disposition by the State Department of Agriculture under such rules and regulations as the State Department of Agriculture prescribes. The department shall transmit samples of grain showing the standards thereof adopted to such foreign chambers of commerce, boards of trade, exporters and persons, firms, corporations or associations handling and dealing in grain, as the department deems desirable. Upon request the department shall furnish such samples to similar parties in this state or the United States under such reasonable rules and regulations as the department prescribes.
