A branch shall commence business within one year after the application for the branch has been approved or deemed approved by the Director of the Department of Consumer and Business Services. The director may extend the period within which the branch may open up to one additional year. If a branch fails to commence business within the year or any extension of time granted by the director, the approval of the application shall be deemed withdrawn and the branch may not open or operate.
