The Commissioner and his assistants are hereby authorized to enter upon any nursery or dealer establishments, other than a building occupied as a residence, at reasonable times and under reasonable circumstances to examine all plants and trees, soil, articles, or substances for the purpose of detecting plant pests and discharging the duties prescribed by this article. Any person who shall obstruct or hinder them in the discharge of their duty shall be guilty of a Class 1 misdemeanor.
