Appeal 2007-0370 Application 09/951,560 1 273 Conn. 296, 869 A.2d 1198 (Conn. 2005)(attached)(discussing October, 2 2000 incident in which man was fined $450.00 for speeding in a rental car as 3 reported to car owner by GPS wirelessly). 4 Further, one of ordinary skill in the art at the time the invention was 5 made would have known that local law enforcement is ordinarily charged 6 with knowing the local traffic ordinances, monitoring traffic flow and 7 comparing that flow with the known local ordinances, and exercising 8 discretion to issue tickets in certain instances of excessive speed. 9 The Appellant is utilizing known GPS systems in known 10 configurations and known communications methods to allow for the 11 automated ticketing of traffic infractions which are commonly handled by 12 law enforcement authorities. GPS systems which report on speeds above 79 13 miles per hour for two minutes or longer were in known public use as early 14 as October 2000.
