The Commissioner with the approval of the Board shall from time to time, fix and publish standards or limits of variability permissible in any article of food, and these standards when so published shall be the standards before all courts. When standards have been or may be fixed by the Secretary of Agriculture of the United States, they shall be accepted by the Department of Agriculture and Consumer Services and published as standards for Virginia, but such standards shall not go into effect until a reasonable time after publication. The Commissioner, with the approval of the Board shall have authority to make uniform rules and regulations for carrying out the provisions of this section.
