§ 29.1-713. Who must or may apply for certificate of title; authority of employees of Department
A. Any owner, except a registered dealer, of any watercraft shall apply to the Department for a certificate of title in the name of the owner before the watercraft is operated.
B. Any owner of a vessel not required to be titled under this article and not titled elsewhere, may apply to the Department for a certificate of title. The Department shall issue the certificate upon reasonable evidence of ownership such as a bill of sale or other document satisfactory to the Department.
C. Employees of the Department are authorized to administer oaths and take acknowledgements and affidavits incidental to the administration and enforcement of this section. They shall receive no compensation for these services.
D. The issuance of a certificate of title, other than in the case of the initial issuance to a purchaser from a dealer, shall not invalidate a previously perfected security interest under the Uniform Commercial Code, other than a security interest in inventory.
