351. Division of veterans' affairs. There is hereby created in the executive department a division of veterans' affairs. The head of such division shall be the New York state director of veterans' affairs who shall be a veteran. He shall be appointed by the governor and shall hold office during his pleasure. Such state director shall receive an annual salary to be fixed by the governor within the limitation provided by law. He shall also be entitled to receive his expenses actually and necessarily incurred by him in the performance of his duties. The state director, with the approval of the governor, may establish such bureaus within the division as are necessary and appropriate to carrying out its functions and may consolidate or abolish such bureaus. The state director may appoint such officers, consultants, clerks and other employees and agents as he may deem necessary, fix their compensation within the limitation provided by law, and prescribe their duties.
