Oregon Statutes - Chapter 351 - Higher Education Generally - Section 351.627 - Higher Education Capital Construction Fund.

(1) There is created a Higher Education Capital Construction Fund, separate and distinct from the General Fund, to consist of all moneys credited thereto, including moneys from the Administrative Services Economic Development Fund. Interest earned by the fund shall be credited to the fund. The fund is continuously appropriated to the State Board of Higher Education for purposes of capital construction.

(2) No building, facility or project to be funded from the Higher Education Capital Construction Fund shall be commenced and no expenditure therefor shall be made or incurred except for land purchases, architectural or engineering planning until a plan therefor has been submitted by the State Board of Higher Education to and approved by the Emergency Board.
