                                  DECISION ON APPEAL                                  
               This is a decision on appeal from the examiner's final                 
          rejection of claims 7 through 9, which are all of the claims                
          pending in this application.                                                
               Appellants' invention relates to a power management                    
          apparatus for controlling the use of electrical energy in an                
          internal functional circuit.  The apparatus includes a                      
          variable power source for passing a low (or reduced) voltage
