Ms. Panarey is the cousin of Ludmila Piker, who was a consultant for American Valmar from 1990 through at least 1995, and who is Markovski’s stepdaughter. The $24,500 transmitted to Ms. Panarey was sent pursuant to an agreement whereby Ms. Panarey would receive the funds and immediately return them to her cousin, Ms. Piker. Ms. Panarey did return the funds to her cousin.
