Findings of Fact 5 The Application Claims 6 001. Claim 1 of the instant application on appeal reads as follows: 7 1. A satellite based system for monitoring and detecting 8 traffic violations, the system comprising: 9 a plurality of satellites orbiting around planet Earth; 10 a vehicle including a satellite receiver, speedometer, a 11 memory, a controller, a satellite transmitter, and operator 12 identification input means; 13 said operator identification input means for enabling a 14 vehicle operator to input information identifying the operator so 15 that such information is stored in the system; 16 said speedometer monitoring speed of the vehicle; 17 said memory storing speed limit data of a plurality of 18 different roads; 19 said receiver for receiving signals from the satellites so 20 that the controller is informed as to the location of the vehicle 21 on Earth and so that the controller can determine on what road 22 on Earth the vehicle is traveling; 23 said controller including means for determining whether 24 the speed limit of the road on which the vehicle is traveling is 25 being exceeded by the vehicle; and 26 means for transmitting via said transmitter a violation 27 signal to at least one of the satellites when the controller 28 determines that the speed limit is being exceeded, so that a 29 violation ticket can be issued to the operator of the vehicle 30 when the speed limit is exceeded. 31 32 002.
