4 the controller determining, based at least in part upon the
5 location of the vehicle determined from the received positional
6 signals, whether traffic laws are violated by the vehicle and when it is
7 determined that such laws are or have been violated by the vehicle the
8 controller causing the transmitter to transmit a violation signal to at
9 least one satellite in response thereto so that a ticket can be issued for
10 the traffic law violation to one of the operator and owner of the
11 vehicle.

16 13. A method of monitoring traffic and issuing tickets in response to
17 traffic law infractions, the method comprising:
18 providing a plurality of orbiting satellites around Earth;
19 providing at least one vehicle for traveling on a roadway, the at
20 least one vehicle including a satellite receiver and a controller;
21 the vehicle receiving positional signals from the satellites so as
22 to indicate position of the vehicle on Earth; and
23 the controller determining, based upon (a) a speed at which the
24 vehicle is being driven, and (b) at least one of stored speed limit
25 information or location of the vehicle on Earth, whether to issue or
26 transmit a notification of traffic law infraction so that a traffic ticket
27 can be issued to an owner or driver of the vehicle.
